To produce Windows 7 Starter Microsoft removed many of the options to personalize the desktop. Annoyingly many of these options are still available they are just not easily accessible, but by making use of the start menu search feature you will be able to access them.
Desktop Icons
In the Start Menu search box type:
icons
You should be offered several options, select the one that says:
Show or hide common icons on the desktop
Desktop Wallpaper

In the Start Menu search box type:

You should be offered several options, select the one that says:
Change how the mouse pointer looks
Screensaver
In the Start Menu search box type:
screensaver

Change screen saver
System Sounds
In the Start Menu search box type:
