Install Without Internet Connection

At the "Let’s connect you to a network" screen, press Shift + F10 on your keyboard.

This will open a DOS command window. Click to make sure you have selected this window.

At the command prompt type, OOBE\BYPASSNRO (they are capital Ohs not zeros) and press the Enter key to bypass the required Internet connection.

The system will restart automatically, and the out-of-box experience (OOBE) will start again.

Select the region or country then click the “Yes” button. Select the keyboard layout or input method and then click the “Yes” button. Click the “Skip” button if you do not need to configure a second layout. Click on “I don’t have internet”.

In the right-hand pane, look for "UninstallWindow" if it is not there, create New / DWORD (32-bit) Value and call it
